Our History
In 2001, Ciudad Refugio was legally established in Medellín, Colombia. This place was born out of the need to offer a solution to the problems that have marked Colombia for decades: domestic violence, forced displacement, lack of government assistance, drug addiction and internal armed conflict. In this context, the foundation set out to provide immediate and effective humanitarian aid to those who do not have access to government coverage and need a ray of hope.
After being established in 2001, the foundation began its work in the funeral section of Medellín, working with homeless men and implementing its first residential recovery program for men.
The Beginnings
A personal look by Douglas Calvano
Pastor Douglas Calvano arrived on the streets of Medellin with a one-way ticket from the Times Square church. Together with a small group of volunteers he begins to minister to the displaced and homeless population of the city of Medellin.
Pastor Douglas serves as a youth pastor at a local church. & Pastor Douglas partnered with local rehabilitation programs and churches while ministering on the streets of Medellin serving the homeless, addicted, and displaced.
Arrives from Times Square Church to support the work in Medellin.
I work on the streets with addicts and homeless people, in partnership with Centro Día (a government facility loaned to Pastor Douglas after the government observed his work on the streets).
The programs are initiated in the funeral section of Medellin working with homeless men. The first residential restoration program for men is launched.

- eeding programs were expanded to benefit 5 locations.
- HappySchooling, a Christian homeschooling program for children with challenges in traditional learning environments, was launched.
- A partnership was established with Worldwide Volunteers in Germany to facilitate year-long volunteer service projects for Colombian and German youth.
- An alliance is established with Adventures in Missions. Ciudad Refugio begins to receive young missionaries through the World Race program.
- Second bus purchased.
- Expansion of children's program to include over 400 children weekly.
- A program is launched to begin working with women and families in the Manantiales sector.
